for making skins and mods?

i just need to know what the best program to use for skinning and crap.

Right now i have DotHalo but yeah, any suggestions?

But to answer your question (I assume your referring to skinning halo 1 or 2):

HMT (Halo Map Tools) is one of the best out there. You also would need some sort of photo editing program. (Adobe Photoshop) With any program that you are going to use to skin halo with you will need the .DDS plugin.
